All it does is increase the cost of healthcare. If a doctor is scared of making the wrong diagnosis he'll order every test possible on the planet. Doctors shouldn't even be considered under the Consumer Protection Act. They shouldn't be treated like businesses. One consequence of this (as I've learnt after a talk to a doctor) is that they may see their own profession as a business and patients as customers. Doctors in North America are paid so well that few years ago Canadiam doctors protested against Salary hikes so nurses and support staff get better pay.
